Resumen:

In a darkened conference room, G.B. Blackrock, Lee Gruber, and Katrina Vesotzky review film footage of a recent attack by the Air Strike Patrol. They are studying how one of the workers defeated the Decepticons with his strange metahuman powers. Though Lee and Katrina are restless, Blackrock emphasizes how important it is for them to distinguish between friends (Autobots) and foes (Decepticons), and how they cannot passively ignore the Decepticon danger. After a pointed reminder that he was the one who saved them and funded their training, Blackrock tells them to prepare for departure.

Near Jacksonville, Florida, Starscream shoots down an inquisitive Air Force fighter, then begins searching for the unnamed metahuman, in hopes of using his endless source of power to help him rule the Decepticons. Meanwhile, Shockwave surreptitiously follows Starscream, enjoying the uncertainty of following his instincts.

That night, at Matacumbe Key, a mysterious woman enters a bar on the wharf and meets with Hector Dialonzo, the metahuman. Just as they begin to talk, Starscream appears, peeling back the roof of the bar and grabbing for Hector. Circuit Breaker (the woman) counterattacks; she fights Starscream for a while, but is suddenly shot down by an unseen gunner. Before Starscream can leave with Hector, G.B. Blackrock's helicopter arrives; it releases Rapture (Katrina) and Thunderpunch (Lee), who quickly disable Starscream.

Circuit Breaker wants to continue the fight, but Hector orders everyone to stop. He refuses to be fought over, and demands that the factions present their offers. Starscream offers an alliance, where he and Hector would work together to conquer and rule the Earth. Circuit Breaker denounces Starscream's promises, and asks John to join her in a war against the Transformers. Blackrock is more modest; he cannot guarantee fame or infamy, but promises Hector a sense of belonging and a chance to use his powers for good.

Hector decides to go with Blackrock. Starscream tries to steal the human, but is stopped by Rapture and Thunderpunch. As Blackrock's team leaves, he pleads with Circuit Breaker to abandon her lonely crusade join them. After a moment of doubt, she agrees.

After the humans have left, Starscream recovers; he is met by Shockwave, who suggests an alliance that will let them rule the Decepticons...
