Resumen:

On the planet Nebulos, Dreadwing attacks a restaurant, then separates into Darkwing and Dreadwind. The Decepticons release Hi-Test and Throttle, who enter the restaurant and demand a lot of food. Meanwhile, the Steelhaven arrives in orbit, and Goldbug leads Getaway, Joyride, and Slapdash to an industrial complex. They meet the scientist HiQ and his staff, whom the Autobots hope can build a body for Optimus Prime.

After Goldbug asks for help and relates the death of Galan (in issue #38), HiQ -- who believes Transformers are merely programming-driven machines -- suggest they leave Nebulos before dying themselves. HiQ explains that after the Transformers left Nebulos (in issue #4 of the Headmasters limited series), the Nebulans destroyed their weapons and assigned himself and Hi-Test to prevent the Transformers' return. HiQ's team eventually detonated a bomb that poisoned the planet's fuel against Transformers. Unfortunately, his success caused Hi-Test to quit out of jealousy; when Dreadwind and Darkwing arrived in search of Scorponok, they broke down from ingesting poisoned fuel. Hi-Test stole information on Transformers fuel conversion, then bio-mechanically engineered himself and Throttle to be the Decepticons' engines. Hi-Test now seeks to discredit HiQ's dream of a Transformers-free Nebulos, and the Decepticons now spend their time terrorizing the planet.

Despite this, Goldbug refuses to leave; working with HiQ's staff, the Autobots begin building a new body for Optimus.

Later, at the capital of Koraja, Dreadwind and Darkwing attack the Council of Peers, demanding to know where Scorponok's forces are. The Autobots scare off the Decepticons, but are severely weakened because of low fuel levels. At the lab, HiQ begs them to leave Nebulos and save themselves; Goldbug reveals that the Steelhaven doesn't have enough fuel for a return trip, and decides it would be better to restore Optimus and let him die than to perpetuate his delusion of being a video-game character (as shown in issue #40).

The Autobots finally download Prime's mind into his new body, which has the ability to combine with his trailer for increased power. Prime awakens thinking he's a game character, but when he collapses from weakness, he realizes that he really must be alive. HiQ finally recognizes the Autobots as living beings, and he and his staff undergo the PowerMaster process to save the Autobots (Goldbug is excluded because his fuel-efficient engine spares him from danger).

Later, informed by the Council, Dreadwind and Darkwing attack the lab in search of Scorponok. They are easily defeated by the Autobots; HiQ reveals that he lured them to the complex, and the Autobots now have the strength to remove them from Nebulos. After the Decepticons leave the planet, Goldbug prepares to leave as well, since the other Autobots must stay on Nebulos with their partners. But Kari, the only unconverted member of HiQ's staff, points out that the Autobots' presence will jepoardize the safety of Nebulos. Realizing this, HiQ and the other PowerMaster Nebulans reluctantly leave with Goldbug.
