Resumen:
Megatron, on a fuel-hungry rampage through the northwestern United States, grinds to a halt in a strip mine in eastern Wyoming when he runs out of energy. Meanwhile, Walter Barnett, an agent for the U.S. Government's Intelligence and Information Institute ("Triple-I"), has been given 48 hours to think of a plan to protect the public from the new "robot menace." In response, Barnett contacts Donny Finkleberg, former writer of a comic book called "Robot-Master," and asks him to help think of a solution. Finkleberg's idea is to hire someone to pretend to be Robot-Master, and have him claim responsibility for the Transformers' battles. The rationale is that humans would be terrified at the idea of a war between giant alien robots, but they can accept a human terrorist using transforming robots to wage terror strikes. Barnett agrees, and hires Finkleberg to play the part.
With help from Triple-I's resources, Robot-Master's first broadcast airs the next day. The Autobots are confused by Robot-Master's claims, G.B. Blackrock denounces it to the press as a hoax, and a news team reports the immobile Megatron as a "captive robot."
Hearing of the news report, Triple-I, Blackrock, and the Autobots all converge at the strip mine. Blackrock insists to the other humans that the Autobots aren't allied with the Decepticons. He is ignored, however, and the Army fires on the Autobots. In an attempt to show their peaceful intentions, the Autobots refuse to counterattack.
While this is happening, Soundwave, Ravage, and Laserbeak appear. They quickly reach Megatron and refuel him, then the Decepticons easily drive off the humans and the (injured) Autobots. Finkleberg is captured by Laserbeak and delivered to Megatron. Finkleberg tells the Decepticons that he can help them by using his Robot-Master guise to make the humans think that the Autobots are a danger. Reluctantly agreeing, Megatron spares the human, and the Decepticons help Finkleberg with his next broadcast.
