Resumen:

G.B. Blackrock's motor raceway run is interrupted by a visit from some generals from the Pentagon. They ask about a demonstration of a robot-destroying weapon that Blackrock has scheduled, but he stonewalls them. He then leaves the track and visits Josie Beller, who demonstrates some of the inventions she has created while hospitalized. Though she pledges to destroy the robots, he begs her not to, urging her to simply get some rest instead.

At the Ark, Ratchet gives the newly-repaired Autobots a clean bill of health. They hear about Blackrock's planned weapons demonstration on the radio, then wonder how they can rescue Optimus Prime's head and get more fuel for their needs. Jazz suggests dealing with Blackrock for the fuel, and Prowl agrees to the idea. Jazz and Wheeljack then head off to find Blackrock.

In the aerospace plant, Shockwave authorizes Starscream and Frenzy to destroy Blackrock's weapon, then gloats to Optimus about his plans for the Creation Matrix. Unknown to Shockwave, Optimus no longer has the Matrix; it is in the mind of Buster Witwicky (transferred in issue #6). Buster, meanwhile, discovers that he has the power to psionically understand, assemble, disassemble, and reassemble machinery of all kinds.

That night, at Blackrock's corporate offices, he is visited by Josie Beller. Wearing an exo-suit made of metal strips, she calls herself "Circuit Breaker" and shows off her new powers. In addition to copying her nervous system, the suit lets her fly by magnetic repulsion, instantly access and program computers, and fire bolts of electricity. She offers to help Blackrock destroy the Transformers, but he sternly refuses, urging her to return to the hospital instead. She storms out, angrily ignoring him.

The next day at the race track, Blackrock is intercepted by Jazz. Jazz makes him an offer: if Blackrock provides the Autobots with the fuel they need, the Autobots will protect his resources from the Decepticons, and give whatever other help he wants. Convinced of Jazz's sincerity, Blackrock agrees.

Later, Blackrock prepares to demonstrate a robot-destroying cannon before a filled stadium crowd, but the weapon refuses to fire. Circuit Breaker steps out of the shadows; she tells Blackrock that she disabled the weapon, and he has no choice but to unveil her as his "weapon."

Before Blackrock can act, Starscream and Frenzy attack the stadium. They are met by Jazz and Wheeljack, and a fight ensues. Circuit Breaker indiscriminately attacks all of the Transformers, and the Decepticons quickly retreat. Circuit Breaker gets the drop on Jazz; she's ready to blast him, but Blackrock begs her to relent. Circuit Breaker reluctantly agrees, then leaves -- her debts to Blackrock have been repaid, and she marches off with promises of future battles against the Transformers.
